The formulation of the mandatory national standard for the "Vehicle-mounted Wireless Broadcasting Reception System" has been initiated.

On September 18, the public consultation for the mandatory national standard revision plan project for the "Vehicle-mounted Wireless Broadcasting Reception System" was announced. The technical authority for this project is the Ministry of Industry and Information Technology and the National Radio and Television Administration, while the supervising departments are the Ministry of Industry and Information Technology, the National Radio and Television Administration, and the State Administration for Market Regulation.

Wireless broadcasting is an important component of basic public services in our country, characterized by its public welfare, emergency response, and universality. It serves as a crucial transmission method for conveying the central government's voice, ensuring the smooth flow of national policies, and safeguarding ideological security. It is also an essential infrastructure for ensuring that the public can quickly and effectively receive authoritative emergency information during sudden emergencies. On August 14, 2023, the National Radio and Television Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation jointly issued a notice titled "Notice on Further Strengthening the Management of In-Vehicle Audio and Video," which outlines the deployment of wireless broadcasting reception systems in the automotive sector. The wireless broadcasting reception system has unique advantages in actively disseminating information about sudden natural disasters (such as earthquakes, floods, etc.) and other safety information to drivers and passengers. The coverage radius of FM broadcasting stations exceeds 100 kilometers, while medium-wave radio stations can cover distances of up to thousands of kilometers. During a disaster, broadcasting stations, being located far from the disaster area, can ensure uninterrupted dissemination of emergency information, effectively guiding drivers and passengers away from harm. In contrast, the wireless transmission distance from communication network receiving terminals to base stations is limited to a few kilometers. During a disaster, the likelihood of drivers and passengers being affected by the disaster simultaneously with the communication network base station is significantly high, often resulting in them not receiving emergency information from the communication network. Therefore, in sudden emergencies, the wireless broadcasting reception system in vehicles will play a critical role, making the establishment of relevant standards for in-vehicle wireless broadcasting reception systems highly significant.

Countries around the world attach great importance to in-vehicle wireless broadcasting reception. The European Union issued the "EU Electronic Communications Code" (Article 113, XI) in 2018, which mandates that any in-vehicle radio receiver integrated into new M-category vehicles sold or leased in the EU market must include Digital Audio Broadcasting (DAB) functionality, and that this regulation must be transposed into national legislation by December 21, 2020. In Japan, the Automotive Industry Association developed the ARIB-STD-B3 "FM Multiplex Broadcasting System Operating Standards" (released in 1996 and revised in 2014) to guide the industry in design and development. The UAE and Saudi Arabia issued technical conditions for terrestrial digital and analog broadcasting receivers in 2018 and 2019, respectively, requiring that all vehicle models sold in the UAE and Saudi Arabia meet these requirements. Additionally, the United States is advancing the establishment of the "AM for Every Vehicle Act," which plans to mandate the installation of AM (Amplitude Modulation) broadcasting receiver modules in vehicles. The formulation of this mandatory national standard aligns with the international development needs of in-vehicle audio and video systems.
