"12th Five-Year Plan" for Digital Fujian Released

The "12th Five-Year Plan for Digital Fujian" recently issued by the Fujian Provincial Government emphasizes seizing the opportunities presented by the rapid development and widespread adoption of the new generation of information technology to build advanced information infrastructure and deepen the construction and application of Digital Fujian.

According to the plan, by 2015, Fujian Province will achieve full coverage of 4G signals in cities and full coverage of 3G signals in administrative villages and above; fully establish "wireless cities"; and achieve basic fiber optic access in the Fuzhou, Xiamen, Zhangzhou, and Quanzhou metropolitan areas. It aims to cultivate multiple industrial clusters in the Internet of Things, cloud computing, and the integration of three networks, each worth over 10 billion yuan.

During the "12th Five-Year Plan" period, Fujian Province will vigorously promote the early development of the next-generation basic information network, building a first-class broadband, integrated, ubiquitous, and secure next-generation information network infrastructure in the country, achieving the integrated development of telecommunications networks, broadcasting and television networks, and the Internet. The "Urban Optical Network" project will be fully promoted, and a new generation IP communication network will be constructed in the Straits. The upgrade of fiber optic broadband networks will be accelerated, significantly increasing broadband penetration rates, achieving gigabit fiber access across all cities and counties in the province, and ensuring that newly built urban communities have fiber to the building. Priority will be given to fiber broadband methods, accelerating the construction of information infrastructure in rural areas, with the goal of achieving fiber and broadband access in all administrative villages across the province. The construction and improvement of the 3G network will continue, with tracking and research on new generation mobile communication technologies such as 4G, actively introducing and promoting mature new technologies. The construction and development of "wireless cities" will be accelerated, forming a wireless broadband urban system. The level of electronic government services will be comprehensively enhanced, promoting the construction of core business application systems for the government. The communication services in the Fuzhou, Xiamen, Zhangzhou, and Quanzhou metropolitan areas will be integrated, promoting equal access to basic public services in urban and rural areas and advancing the informatization of urban communities.

The construction of "Smart Island" in Pingtan will be advanced. A "wireless city" will be established in Pingtan, improving communication infrastructure, promoting the establishment of a special management zone for cloud computing in Pingtan, and advancing the interconnection of information networks and cooperation in offshore and onshore communication services, focusing on exploring new models of cross-strait informatization cooperation. Collaborative construction of the "Xiamen-Kinmen" direct communication submarine cable and the TSE-1 submarine cable "Fuzhou-Danshui" transmission system project will be strengthened, enhancing strategic cooperation among communication enterprises in Fujian and Taiwan.

The application of new generation information technologies such as the Internet of Things and cloud computing will be accelerated. The promotion and application of IoT technology in the integration of industrialization and informatization will be advanced, strengthening the application of IoT in agricultural production management, agricultural product quality safety, and food production processing. Telecom operators will be guided to upgrade and transform data centers to provide cloud services to the public. Telecom operators, internet information service providers, and content service enterprises will be guided to accelerate the transformation towards cloud services through technological and service innovations.

The construction of a network and information security assurance system will be strengthened. A work pattern will be established, led by the Provincial Internet Information Office, the Provincial Communication Administration, and the Provincial Public Security Department, each responsible for internet information content, internet industry development, and combating cybercrime, with other relevant departments working together to manage the internet. The gradual implementation of real-name registration for internet users will be promoted, and the security level protection of internet information systems will be strengthened.
